Dr. Blake W. Billings is an R&D Associate and Energy Engineer in the Manufacturing Energy Efficiency Research & analysis (MEERA) Group in the Manufacturing Science Division at Oak Ridge National Laboratory (ORNL). Dr. Billings received his Bachelor's degree in chemical engineering from Brigham Young University and his Master's and PhD degrees in chemical engineering from the University of Utah. His research focused on grid-responsive smart manufacturing and utilizing process flexibility and storage to respond to signals from the electrical grid. During his time at the University of Utah he was the lead student at the Intermountain Industrial Assessment Center (IIAC) for three years and a program manager for one year after. Following the completion of his PhD, Dr. Billings was a postdoctoral researcher with the Energy & Geoscience Institute where he was the program manager for Dominion Energy Utah's StepWise energy assistance program. Throughout his time with the IIAC and the StepWise program, Dr. Billings performed over 40 energy audits at various small to medium sized manufacturers, commercial buildings, government and public facilities, and other sites throughout the entire state of Utah.

 He received a PhD in chemical engineering from the University of Utah spending a majority of his time there working with DOE’s Industrial Assessment Center program. Blake has worked with numerous companies through DOE’s Better Buildings/Better Plants program and is currently supporting DOE’s On-site Energy program with analysis, tool, and assessment development.
