Kelley Begin, PE, is an environmental engineer with 25 years of experience in the environmental compliance field. Her particular focus is on all aspects of air quality work including: air permitting, permit negotiation, dispersion modeling analyses, environmental audits, due diligence assessments, sustainability audits, greenhouse gas analysis and reporting, and climate action planning.
Ms. Begin has worked with numerous manufacturers, commercial/industrial facilities, hospitals, utilities, and colleges and universities on all aspects of air quality. She works regularly with state and federal permitting and enforcement personnel negotiating settlement agreements, permit conditions, and regulatory interpretations. Kelley has also served as an expert witness and delivered testimony on air emissions.
Before joining Woodard & Curran, Ms. Begin worked as an air permit engineer for the Vermont Department of Environmental Conservation; the San Diego Air Pollution Control District; and the Massachusetts Executive Office of Environmental Affairs.
